Community Based Instructors
Because PEARL is a remote program without its own facilities, students may use approved Community-Based Instructors (CBIs) in their local communities for certain educational activities. CBIs allow students to receive instruction from qualified local businesses while PEARL covers approved costs within program guidelines.
What Types of CBIs Can Be Used?

Support in core academic subjects.

Group or individual lessons; up to 1 hour per week.

Group instruction; up to 1 hour per week.

Group direct instruction; up to 1 hour per week.
What You Need to Know
Choosing and Using a CBI
- All CBIs must have a current business license.
- Students are generally limited to two CBIs.
- An exception may be made when siblings share the same CBIs.
- Your PEARL teacher must set up and contact the CBI before lessons begin. Lessons completed before approval cannot be paid for by PEARL.
Staying Current
- Let your teacher know about extended breaks or if you stop using a CBI.
- CBI paperwork and PO requests must be completed each school year, even when continuing with the same instructor.
Payment and Invoicing
- A single lesson may not exceed $65.
- CBIs submit invoices directly to AP@qsd48.org.
